As long as the piano is in good condition which most of them are, 2nd hand pianos are seasoned by previous players, so the sound is warmer, as a new one will take some time (can be few month) to get it seasoned. For beginners, if they don’t like the sound of an instrument, they may not like to go on playing. Another reason is, 2nd is cheaper, so again for beginners, they will not need to put in too much money before they find out if they really like to play or not. I never recommend keyboard, ’cause the sound and touching is totally different from piano.
It’s because 2nd hand pianos are cheaper, just like 2nd hand furniture, cars, etc. But it’s really up to you, if you want it. Remmeber to bring someone who knows pianos with you to test out pianos, even new ones.
Keyboards are smaller, great for people who have limited space. Before, the keyboards used to feel really "fake". They didn’t have the touch of an acoustic piano. But nowadays, they’ve made some really good stuff (see Yamaha) and they don’t only feel real, they look like real piano keys! (not plastic) In addition, you can do so much more with those electronic ones, like record music, play different instrument sounds. Best of all, they are way cheaper.
It depends on how serious you are. Serious students would probably go with an acoustic. Adults who are looking to play for fun, but still learn everything, may choose an electronic. But some of the really good ones stil don’t have proper pedals. And then you really won’t be used to performing on a real piano. Some people even get both!
They just want you to get a cheaper piano because if you are a beginner you may not want to keep on playing after a while. If you aren’t a beginner and know you want to play for a long time, buying a new piano would be a good investment. Of course, used pianos are perfectly fine too, as long as they are in good condition.

Second hand pianos are cheaper but generally have a warmer sound due to more handling. Keyboards are plastic imitations of a piano that have electronically reproduced sounds like piano, trumpet, w/e, and are WAY cheaper, you should definitely get a keyboard if all you want is something to play on. But if you’re serious about learning piano, never get a keyboard.
